The numbers around the outside in the red boxes indicate the number of arrows that point to that box.

To solve, rotate arrows by clicking on arrow then clicking on box you want it to point to.

Keys:
            L                     - To lock and unlock piece, click on piece and press any key.
            R                     - To remake new game at current level.
            [Up Arrow]       - move up a level.
            [Down Arrow]  - move down a level.

Correct number of arrows pointing to that box.
